Out riggers and core

Leadcore is a type of line that has a center piece of lead (acts like a sinker) wrapped by a sheath to give it some strength. Highly productive. Most people run it off planer boards (church's walleye is very popular for this) or straight out the back (down the chute) of the boat. The line is color coded every 10 yds to make it easier to tell how much you have out. A full core is 10 colors/half core is 5. Most use 27lb core but a few use the 18. The sink rate for the 27lb is about 4 to 5 ft per color depending on your speed. Higher speed slower sink rate.

You can set one up yorself without a doubt. If you have never seen it fished or seen the actual application you may be better off buying your first rig already set up. Several bait shops will carry a full core already set up. If you want advice on setting one up I would get a penn 340 or 330 reel as you will need lots of space for the core. It is thicker than normal line and takes up a lot of room. You will want 200 yards of backer before the core and then about 30 to 50 feet of leader. On Mine i used 30 ft of 20lb mono to cover the spool and then 200 yds of power pro 30lb I believe (may have been 50) and then tied on another 50 feet of mono then the full core then more mono again. I hope this didn't confuse you to much.
