Hopefully the people at the OSU extension, OARDC, or some clever ag engineers can come up with some schemes to control runoff during/after rain events in the fertilizing season. If an economical way can be developed to control or recollect the nutrient laden water coming off fields prior to the fertilizer becoming fixed in the soil, I think you can then get widespread cooperation from farmers. Farmers who I assume don't want to effectively flush their fertilizer money into the lakes.
