What caused this damage to this bluegill on Lake Erie

While I was filming on Lake Erie I came across this bluegill that had damage to its dorsal and had healed over.  I'm curious what you may think caused it?

Osprey or Eagle.

Osprey is one I didn't think about.  That would be a good guess.
