I witnessed two car dealerships in Otsego releasing them from vehicles after their sale was over I am sure other dealerships are doing the same thing. Would this be considered littering? I can understand the Birthday Kid that lets one loose now and then. I even can accept that there are folks that do it at Funerals. Wouldn't it be great to impose a graduated penalty system with the fines going directly to the Fisheries? Trust me I hate Taxes and more laws are seldom the answer. Most schools here have a day were all the kids get to tie a message to a balloon with their addy to see if they get a response. Some educators need to be educated in what is "bio-degradable".
