Officials say federal funding for beach monitoring is unfairly allocated

Bay County, Mich. officials are crying foul over federal allocations that give places such as the Virgin Islands, with 175 miles of shoreline, more money for beach monitoring than the entire state of Michigan, which has more than 3,200 miles of shoreline.
